- The Malagasy whose military situation is irregular;
- Malagasy people who, having been sentenced to an afflictive and infamous sentence by the Malagasy courts, have not served their sentence unless it is prescribed;
- Malagasy people who engage in activities contrary to state security.
The following are exempt from registration:on :
- Officials of the Ministry of Foreign Affairs posted abroad;
- Advisors and attachés to diplomatic and consular posts;
- Military personnel of all ranks serving abroad;
- Spouses, children and dependent ascendants residing abroad with the persons referred to in the three preceding paragraphs.
- Administrative staff
Most documents issued by the Consular Service require the production of a valid consular card.
Documents required to apply for a consular card:
- Application form duly completed by the interested party.
- Photocopy of valid passport or national identity card.
- Photocopy of the residence permit. (optional)
- Proof of address.
- 2 passport photos.
- Fees: free
